tomcat in win95 platform

Hi! everyone.

I found an interesting thing with Tomcat4.0.1 and later. If I deploy my applications in Win95, I have to put my applications in /webapps/Root/<mydir>/ and use WEB-INF of the main Root. Otherwise the servlet is not recognizable. Somehow I can't deploy my apllications under /webapps/ eventhough I already change the Context in server.xml

But if I deploy in Win2000 it works just fine. I can deploy under /webapps/<mydir> and use the WEB-INF underneath <mydir> directory. I manage to make my applications runnging quite fine in both, but it will be better if I can deploy under /webapps/ directory instead /webapps/Root/

Anybody can explain?????
