lock file when linux service fails to start

If you execute a

service tomcat4 start

and the statup process fails somewhere, maybe because of a bad
config file, the linux service is leaving behind a lock file, so the
next time you go to start the service it refuses.  It would seem to
me like this should be part of the shutdown routine after a severe
error is caught.  Maybe it is more of an issue for the jpackage.org
guys, but either way, just wanted to get it out there.
