Intro
   I'm writing a visual editor for log4j configuration, so I'm wokring closely
to low level configuration API, I found that constants for prefixes in this
class are not public, this forces me to duplicate unnecesarly.

   I have not chequed the DOMConfigurator, but a similar situation may happen.

Making this constants more visible makes the component more accessible from the
outside, I currently have not found another way (except duplicating code) for
obtaining this data.
