The reason why this has to be in DUH2 and not in a URP is because these checks are already done by DUH2. If a URP is introduced , it will have to do the same set of things done by DUH2 over and over again. Yes, I agree that an explosion of global parameters is not good , but this one is part of the checks that is already done by DUH2. Ideally, we should have done the entire version handling in a URP and not in DUH2. But that ship has already sailed

The version comparison logic is already handled by DUH2. Using a URP is much more complex than explaining people to use two URPs and I still have no idea how it works
