   - Currently, `TimeBasedWriterPartitioner` assumes the timestamp value from a record is in millis. The task is to remove the assumption and support timestamp in different units, by default, in millis.

   - `TimeBasedAvroWriterPartitionerTest.testWriter` tests writing with default unit and in seconds
