Makefile always installs suexec into $(sbindir), whereas include/httpd.h contains
#define SUEXEC_BIN  HTTPD_ROOT "/bin/suexec"
which can be changed by configure option "--with-suexec-bin=...". Thus, this has
always to be set to $(sbindir)/suexec. Suggestions:
1. Change the default setting in include/httpd.h to "/sbin/suexec".
2. Make the installation path in Makefile equal to the setting of --with-suexec-bin.
