Entity resolver problem

Dear All,

I am trying to resolve a system dtd reference in an xml file by configuring
the entity resolver.  My xml file header reads :-

<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE record SYSTEM "dcr4.5.dtd">


and my local.catalog file reads:-

OVERRIDE    YES
BASE  "lee/"
SYSTEM      "dcr4.5.dtd"
        "dcr4.5.dtd"

When I start Tomcat/cocoon the catalog file is loaded however when I test a
page coccoon is still trying to resolve the dtd file relative to the xml
file.

Any ideas ?
