The logging module is kept as simple as possible. You should split the "main" log file into the 
"user" log files by a 3rd party program/script. (either every week/day/etc or use the Customlog 
"|yoursplitscript" format.
Therefor I think the Apache developers won't realize your 
wishes.. (just an uneducated guess though;)
