Hi [~tomoko], I saw the discussion in LUCENE-9890, that we should fully decouple {{@since}} from the existing {{@lucene.experimental}} but I though your idea here would still be interesting?

I.e. it seems like there ought to be some simple static tooling that can detect when an API first appeared and insert {{@since}} tags into the source tree, maybe as part of pre-release process?
