Pagespeed had a time, by default 10ms if I remember, to do the
optimization, if it can't do the work, it fechtes the resource in
background, and serves an unoptimized resource. Next time the resource get
requested, the optimized one is served.
I'm out and can't find what the directive is to tune this time.
