[I] Snapshots as starting point for eventsBySlices (port from akka-persistence-r2dbc 1.2.0) [pekko-persistence-r2dbc]

akka-persistence-r2dbc 1.2.0 (released 2023-10-24) implemented `EventsBySliceStartingFromSnapshotsQuery` (`eventsBySlicesStartingFromSnapshots` / `currentEventsBySlicesStartingFromSnapshots`). That release passed its BSL change date on 2026-10-24 and is now Apache 2.0 licensed, so the work can be ported. The query traits already exist in Pekko core 2.0.0-M4.
Upstream PRs:
- akka/akka-persistence-r2dbc#410 - feat: Snapshots as starting point for eventsBySlices
- akka/akka-persistence-r2dbc#438 - chore: Harden EventsBySliceStartingFromSnapshotSpec
pekko-projection needs this for projections that start from snapshots (akka/akka-projection#929, #933, #1047).
