This makes sense to me but I don't see a CI run where this is effective. Let's talk in 18088.

> Python 3.11 has a small divergence that necessitates a SaferScanner for that version and those after it in CASSANDRA-18088, similar to what 3.8 did and we solved with CASSANDRA-15573.  We should add 3.11 to our docker images so we can test with it.
