Charter question

Peter's comments and concerns have motivated me to read and understand
the charter.  Thanks Peter.

I have one question.  On the website, Item 16 is:

The committers shall elect a committee of three committers to provide
general oversight, in the style of the Jakarta PMC.

What is this?  Has this been done?  What would they do?

Or, is this just Craig? ;-)

AFAIK, we never actually bothered to do that. I'm not sure that it would
be useful now, or what they would actually do. 

Originally, the committee was going to vet the new package request, but
we wandered away from that.
