   The generic website address https://dubbo.apache.org/ redirects to https://dubbo.apache.org/zh/ even though the browser sends the header:
   
   accept-language: en-GB,en;q=0.9
   
   It should redirect to  https://dubbo.apache.org/en/ for such languages.
   It is more likely that a Chinese-speaking user can read enough English to be able to switch language than the other way round, so it would make sense for the default to be to show the /en/ site unless the browser indicates otherwise.
