[Digester] tar file content

Hi,

I unpackage commons-digester-1.3-src and found two small problems:
1 all files have x (executable) attribute
2 Administrators/CORP\Domain+Users as an owner of files inside tgz

It's not a problem like "it's not working" but it doesn't look so
nice. I think this is beacuse of using cygwin version of tar/gzip
utilities.
