Torque plugin is no longer part of Torque

The torque plugin is now part of Maven.  To get the latest version of
the plugin you will need to build maven from CVS.  You can also email me
off list and I will email you the jar file to drop into your plugin
directory.  The next version of Maven will be out in the next few weeks
(or that is what I have heard anyway...).
