Thinking more about this - it seems like one could argue that the scheduler _already_ supports custom executors.  The executor command that the scheduler points to is arbitrary, and really could be any executor.  I suppose the question is whether we want to support multiple different executors in a cluster, and allow users to select those.  It's not hard to think about the myriad necessary controls that administrators might want if multiple executors are supported, so i'd actually lean against that in the interest of simplicity.

Anybody else have thoughts on this perspective?
