SUGGESTION: Fix a bug before the final release of Tomcat 3.1

Hi,

I hope you can solve the problem I mentioned in thread titled "JSP cannot
work, Bug of NT(MS) or bug of JDK(SUN)?".

It is very important to NT (non-English version) users. (Guess how many all
over the world).
