This facet currently marks a type as hidden if all of its properties or collections are hidden.  The rationale here is mostly to do with suppressing collections of that type (or actions returning that instance, or properties of that type) if the end-user has no access to that type.

However, it might be the case that there are actions that the user has access to; so it should take this into account.
