Note that in the final analysis for

they included higher support costs and higher admin salary costs
for apache.

So they figure apache comes out as one of the more expensive options.

Anyway, if anybody ever gets the "config file management via HTTP"
bug in them, they might look at a free package that can be used
for generating both the config file format and the html,
such as

  http://people.delphi.com/gjc/chtml.html

The Redhat people might care about that sort of thing.
