I think the main reason you don't see any action on this is because the
problem (Apache 1.3.24 refusing to accept requests for minutes at a time)
is not easily reproducible for the developers.  It also doesn't seem to be
a common problem, or else we would see more bug reports.

Anyway, I am forwarding your query on to the developers list (see the cc
above), so if anyone has any ideas, I'm sure they will let you know.
