Writing Web.xml & Context.xml at Runtime

Is it possible to change web.xml or context.xml entry at runtime ?? I need
to write administration configuration for my web application that will
change those xml's entries.

I believe this is just what the Administration webapp does.
Available at /admin on your default Tomcat install.
