Resolution: Fixed
Fixed in 1.3.x branch [-r930528|http://svn.apache.org/viewvc?revision=930528&view=revision] with the following changes:
* get latest build number from version-level metadata when deploying artifacts from webapp
* for snapshot artifacts deployed, generate or update the version-level metadata
* added unit test for this scenario
* refactored some parts of the tests for upload artifact
