decode_ulong_to_ip behavior

Is the correct translation of:

http://1113343453

221.69.92.66

or

66.92.69.221

?

I ask because decode_ulong_to_ip gives the second, but inet_ntop gives 
the first. I'm not a networking expert here so I don't know which is 
correct and I don't want to file a bug if nothing is broken.

I'm not an expert either, but Thunderbird decodes it as the second one
if I click on it.
