Please include file digests in votes (was: [VOTE] IPMC vote needed for Ripple release 0.9.30...)

Hi,

Sorry to pick on Ripple, please consider this more of a general
observation - the way people stage their releases often makes it
impossible to know exactly what people voted on.

That link maps to

which says "this folder is empty".

I suppose there was something there when the vote started, but it
looks gone now, which makes it impossible to know if whatever gets
released is what people voted upon.

Including file digests in votes makes them much more reliable - if
someone asks for a a vote on the file which sha1 digest  is
2f8c91bca8df6cd90bdca655dfd3d90b09bee262 it doesn't matter where
people get the file from.

(you won't find that file - it's the digest of the output of "date" on
my box as I write this ;-)
