I can confirm this issue with the following hardware and software
configuration:
System Configuration:
Processor: Intel Core i5 CPU M560 @2.67GHz
Installed Memory: 2.00 GB (1.6 usable)
Operating System: Windows 7 Home Premium 64 bit

Apache Open Office:
AOO412m3(Build:9782)  -  Rev. 1709696
2015-10-21 09:53:29 (Mi, 21 Okt 2015)
Language: en_US
Additional Language Packs: None

Tried opening the document both by double clicking on it and using File->Open
from the OpenOffice main screen. Both resulted in the immediate display of the
recovery screen with no document offered to recover. When allowing the recovery
to continue it brings up the Main AOO screen.
