[PR] Prevent SIOF when linking with a Log4cxx static library [logging-log4cxx]

When a static library Log4cxx is built with LOG4CXX_EVENTS_AT_EXIT=ON, initializing Log4cxx in an overloaded getLogger function will generally result in abnormal termination due to [static initialization order fiasco](https://en.cppreference.com/w/cpp/language/siof.html)
