[Bug 64906] New: TRACE cannot be controlled by

When I run httpd on my test platform, there is a log saying "TRACE cannot be
controlled by <Limit>, see TraceEnable", but there is no message about
relationship between directive "TraceEnable" and "<Limit>" in the
document(http://httpd.apache.org/docs/2.4/mod/core.html#traceenable).

A similar bug is exist in httpd-1.X
(https://bz.apache.org/bugzilla/show_bug.cgi?id=16435).
