surefire ci test

Hi,

I've added a CI process on the zone for building surefire with JDK 1.3 
as an early warning rather than the deploy-that-doesn't-fail-deploy 
step. This also means you can build releases with JDK 1.4/5.

We'll get that into Continuum when it has external JDK support.
