Description: Geode 0.9 / Gemfire 9.0 had a regression where it could not load config xml file with pool or locator configuration in it. It was fixed in 1.0 but no test was added. Add a unit test to prevent this coming back. (was: Geode 1.0 had a regression where it could not load config xml file with pool or locator configuration in it.
