validator merge does not set the field element's depends attribute correctly

The JPF controller annotation for a validator merge does not 
set the field element's depends attribute correctly in the
generated validation XML file. If a field has two unique rules,
one in the existing XML file to merge and another rule declared
in the JPF annotations, the generated result does not have
a depends list that includes both rule names.
