There is probably several ways to accomplish this but attached is one simple approach that I tried and got to work.  I created a Webapp plugin that works much like the resources plugin.  It has a single goal that copies resources in the warSourceDirectory to the outputDirectory.  Then I modified the components.xml of the War plugin to call webapp:resources as well as resources:resources.
