Interceptors in Web App

What about moving Interceptors into the Web App so that you can
write your own auth schemes per web app? This Interceptor should
only work in the URL space of the web app that owns it.

Is this something in the next spec? I'm probably going to implement
this on top of 3.1. Any suggestions?
