Doc note:  This adds *hive.distcp.privileged.doAs* to HiveConf.java and includes it as a default value for *hive.conf.restricted.list*.

Update:  HIVE-17289 removes part of the description of *hive.distcp.privileged.doAs* in the same release (3.0.0).
