This is a poor fix. It breaks the navigation metaphor. Each link scrolls you to a new part of the page. The docs link takes you off to a new site. We need to think about this more.

I propose that we change "Mailing List" to "Help" or "Resources" or something similar, and put documentation at the top there, and then the mailing lists under it.

Re-opening and assigning to me so that I can fix this later.
