HowTo disable Import globally for most users (with Apache)

HI!

Is there a way to disable the Import command globally for most users? 

I know, I can disable certain WebDav commands for one directory, but because we have many directories, we have set up the security with AuthzSVNAccessFile, but there I can only configure "r" or "rw" AFAIK.

Using SVN 1.1.1, Apache 2.0.52.

Why would you want to?  Since a user could (with some work) duplicate
"import" by doing a series of mkdir's and add's, disabling "import" would
not change what the users can do.
