Is this meant for the new Source API Kafka Source?

I am somewhat hesitant to change the existing (old source) implementation at this point. We had a lot of issues with any change there breaking some user's setup.

> In most cases, users would expect a partition expansion in Kafka is automatically picked up by Flink. So this partition discovery should be enabled by default in the Kafka source.
