The goal here is to increase test coverage for the policy framework.

We can add policies that we know will never get violated  - Do not allow more than 100 cores on any node 

But in doing so we will ensue that the policy framework is always being executed .  I'd imagine bugs like SOLR-12358 would have been caught earlier this way
