    Motivation:
    add fileReservedTime value for getBrokerRuntimeInfo return   `runtimeInfo`
    
    Modification:
    getBrokerRuntimeInfo method add a key `fileReservedTimeByHour` mean fileReservedTime in `runtimeInfo`
