For what it's worth, our busec implementation

While working out naming issues, I started to consider the newly proposed
SI multiples for binary number... got to thinking about fractionals.

FWIW... I'd already forwarded it on to the IEEE SCC14.3 chair, and have
a response.  See if this amounts to something ;-)
