I think this is erroneus, as there already is the Apache license in  
the top-level directory (called LICENSE).  There is no need to have  
the Apache license there twice.

Also, the API files are available under the CDDL license, which is  
already in the repository.  This is extraneous too, I think.  We need  
to choose CDDL when distributing, as GPL is incompatible with Apache  
license.
