Limit the number of times users can add portlets to a page

I am in the process of moving a number of portlets from Liferay over to Jetspeed. So far I've been pleased with the transition however I would like the ability to stop users adding a portlet to a page more than once which in Liferay I was able to control on a case-by-case basis.

In Liferay this is limited to what amounts to unique or non-unique portlets. What would be really cool is to be able to specify in the portlet configuration exactly how many times it is possible to add a portlet to a page (for example in most of our portlets you'd either want them to be unique or added twice only for comparison reasons).

Understand if that is not possible or too much work for this release. The key thing for us is the ability to mark a portlet as unique so we don't lose anything in our transition, any further flexibility would be icing on the cake.
