There is a Constant Throughput Controller you could use. Create your samplers
and then set it to the desired value (10*60 =600 transactions per minute).

A Summary/Aggregate Report will show you it achieved this or not.

Hey

1. Set 1 users, calculate 'Time taken for Response'
2. Calculate : 10 users * (time taken by 1 user to respond) should be
'Number of Threads Required'
