Tomcat isn't running

Hello
i had installed tomcat 4.0 and when y try tu run startup it never finish
because alwas says
"Windows cannot find the file -Djava.endorsed.dirs=. Make sure you typed
correctily..."
what i have to do.
I couldn't run my Servlets and my .jsp in my iis.
If somebody know how i would be grateful
