Currently the code get a connection from HikariPool and close the connections at the end of the query.

conn = getConnection();
cstmt = conn.prepareCall(CALL_SP_REGISTER_SUBCLUSTER);

FederationStateStoreUtils.returnToPool(LOG, cstmt, conn);{code}
I would like to see if we can remove the cstmt creation and deletion. I don't know if it is possible or not.
If not, we can close the jira.
