API elements currently being discussed in conjunction with RFC 112 OBR will not be included at this time. However, subsystems will eventually need to implement some of it in order to make use of OBR. For example, it will need an implementation of org.osgi.service.obr.Repository and org.osgi.service.obr.Environment.
