I can confirm the problem in Archiva 1.2.1. Currently my maven builds fail because archiva downloads metadata for SNAPSHOT versions of maven reactor and site plugin from the sonatype public repository (http://repository.sonatype.org/content/groups/public/). But the maven plugins are not downloaded because the policy is set to never for snapshots.
