It seems like you're looking at the API docs for Xerces1. Xerces 2.3.0 comes 
from a different codebase. It's almost a complete rewrite of Xerces1. The 
package org.apache.xerces.framework doesn't exist anymore. Have a look at the 
docs bundled with "Xerces-J-bin.2.3.0.zip", or have a look at 
http://xml.apache.org/xerces2-j/index.html for the current API docs.
