When tuning the overprovisioning factor on a cluster, hosts with running VMs don't profit from the new value of the factor as quotas of VMs that are running get scaled up/down in the same way the factor gets changed.

In worst case, this can lead to the unwanted effect that you can not restart a stopped VM on that host when tuning the factor up.
