[Issue 126302] line spacing set in "format" > "paragraph" doesn't always work

Reproduction Attempts and Steps:
Attempt 1:
Open OO 4.1.3
Select File New
Select font
Center heading
Hit Enter several times
Select Bullets
Start making a list
No issues with single spacing
Attempt 2:
Open a Word document that has a single spaced list
Copy list
Paste list into OO (see below)
Your Top 5 Themes
Learner Relator Individualization Achiever Developer
Single spacing between title and row; however, my list is now in one line (row
2)
Attempt 3:
Open another Word document with a list that is not single spaced
Copy and paste the list into this OO document
Copied list is still in a list, however, it does look to be more than single
spaced, by highlighting the text, and looking at the formatting, it kept the
line spacing of the original list. I was able to update the line spacing from
0.8 after paragraph (lines) and now it displays as single line spacing.
No issue
Attempt 4:
Copying a list from another source, web, word doc and pasting it into a new OO
document does display some erratic behavior.
Copying Lorem Ipsum list into a new OO document after the 1st, 3rd, 8th, and
13th lines the spacing was 1 ½ spaces but after the other lines it was still
single spaced . . . very odd
Attempt 5:
I copied another type of list from another word document that had single
spacing with the last line having sub-bullets (indented again). When copied
into a new OO document, the heading was displayed on the initial OO bullet I
input. The actual bullets from my original document were left aligned with a
gray box after the bullets before the text began. The sub-bullets were indented
much further than the original document had them indented, also with the gray
box after the bullets.
I find it also interesting that there is a bullet from my original list at the
bottom of my copied list.
I was able to recreate the inconsistency of spacing on several attempts,
however, more time would be needed to attempt to determine more specific steps.

Impact: This bug is visible when copying and pasting lists into OO. I was using
a HP Envy running Edge.
